Post-Cyclone Urban Recovery

Client: CARE International UK
Location: Mozambique
2019

This study on the post-cyclone urban context in Beira (Mozambique) aims at understanding the impact of Cyclone Idai on urban households and communities as well as their shelter coping and self-recovery processes; more specifically, how the cyclone affected the buildings and which construction systems, materials and techniques were most vulnerable to the impact.

The study allowed to provide key recommendations to inform the Shelter Cluster response strategy, CARE Mozambique and the COSACA consortium’s shelter response. Among these recommendations was the need to focus on the production chain for concrete blocks, whose main materials, cement and sand, were linked to wide variations in price for the former and quality for the latter, impacting quality and therefore durability of this essential building element.
